Big Changes to Vendor Central Starting July 21st!
If you manage a Vendor Central account, this is something you need to act on now.
Starting July 21, 2025, Amazon will roll out a new “In Full Delivery” chargeback policy across the U.S., Canada, and Mexico. While not widely discussed yet, it could significantly affect vendors’ bottom lines, especially those with tight margins or complex fulfillment workflows.
What’s Changing
Amazon is combining three separate penalties into one unified compliance metric:
- Not Filled (when you ship less than ordered)
- Overages (when you ship more than ordered)
- Down Confirms (when you reduce PO confirmation after it opens)
All of these will now fall under a single “In Full Delivery” chargeback rule.
What You Need to Do
To stay compliant and avoid chargebacks, vendors must:
- Ship exactly what was ordered
- Fill at least 95 percent of each purchase order
- Avoid modifying confirmed POs after the window opens
Grace Period Timeline
Amazon has provided a grace period from June 9 to July 20, 2025. During this window, the new chargebacks will appear in your Vendor Central dashboard but will not yet be invoiced. Use this opportunity to:
- Review and optimize your PO handling
- Improve coordination between order confirmation and warehouse dispatch
- Align your systems before financial penalties begin
